Job Description
Background:
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
Tasks and Responsibilities:
The Head, Human Rights Department will plan, co-ordinate and guide the implementation of ODIHR’s human rights strategy and activities in accordance with the mandate of ODIHR to assist participating States in fulfilling their obligations to protect and promote human rights and fundamental freedoms. The programme of work includes monitoring and analysis of human rights developments in the OSCE area and the provision of expertise and technical assistance to enhance compliance with human dimension commitments, with a particular focus that includes but is not limited to: supporting the roles of human rights defenders and national human rights institutions; enhancing the protection of human rights while countering terrorism; supporting the development of effective human rights training and education; promoting respect for human rights in the armed forces; addressing the relationship between human rights, women and security; and emphasizing human rights aspects of combating trafficking in human beings. The incumbent will identify solutions to human rights problems, possibilities for technical assistance and various policy options. The incumbent shall ensure that the ODIHR Director is fully informed of human rights matters on a timely basis and will provide the Director with sound options and recommendations for action.
More specifically, the incumbent will perform the following duties:
- Formulating ODIHR's human rights strategies; developing a vision or direction for the work of the Human Rights Department and creating conditions for implementing that vision or direction;
- Participating in the formulation and approval of the overall work programme of ODIHR and formulating the specific work programme, budget and plan of activities for the Department;
- Advising ODIHR’s Director and First Deputy Director and other Departments on human rights matters;
- Developing and maintaining relations with the OSCE Secretariat, other Institutions and field operations, international organisations, academic institutions, experts and NGOs on human rights co-ordination and human rights policy issues;
- Developing and maintaining relations with government officials and civil society actors in the OSCE participating States, taking part in assessment visits or accompanying the Director on travel to advise on human rights issues and policies;
- Managing, co-ordinating, organising and supervising the staff of the Human Rights Department;
- Performing other related duties as required.
Necessary Qualifications:
- Advanced degree in human rights, political science or law;
- Ten to twelve years of progressively responsible experience in human rights or related fields, preferably in an international environment;
- Management experience;
- Specialization in Eastern Europe, South Eastern Europe, Central Asia or the Caucasus would be an asset;
- Field experience and work in international organisations would be desirable;
- Excellent command of English; Russian would be desirable; knowledge of other OSCE working languages would be an asset.
Remuneration:
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 6,400 (single rate) and approximately EUR 6,895 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
