Job Description

The European Investment Bank, the EU’s long-term financing institution, is looking to recruit for its Projects Directorate - Convergence and Environment Department - Urban Transport and Other Urban Infrastructure Division a:

Head of Division - Urban Transport and Other Urban Infrastructure

The successful candidate will ensure the delivery of economic and technical advice required for the assessment of EIB lending operations and contribute towards the elaboration of the Bank’s lending policies.

S/he will lead, manage and motivate a team of sector specialists and support staff in urban transport and other urban projects.

The Head of Division will report to the Head of Convergence and Environment Department and work in close contact with other Heads of Division, both in the Department and in other departments.

S/he will have external contacts with firms, organisations, public authorities and EU institutions, as appropriate.

Responsibilities:
• Manage the division staff, ensuring that they have the right competencies, objectives and motivation to provide efficient services within and outside the Projects Directorate and foster a service-oriented culture
• Allocate responsibilities, set objectives and evaluate the performance of the Division’s staff. Counsel and coach staff
• Develop and supervise a multi-disciplined team, able to handle the economic and technical assessment and monitoring of urban transport and urban development investment projects and programmes presented to the Bank for financing, notably also when related to environmental, EU Policy and procurement issues
• Ensure the completion of sector studies and policy papers
• Co-operate in the definition and implementation of urban sector lending in cooperation with the Lending Directorates, dedicated joint initiatives (notably JESSICA), the European Commission and other International Financial Institutions
• Take over horizontal responsibilities, as assigned by the Head of Department
• Assist in the preparation and participate in the management of Technical Assistance (TA) initiatives, in particular in new member and accession countries.

Qualifications:
• Masters degree in a relevant domain, typically in economics and/or engineering
• At least 10 years’ relevant experience and good technical skills in the above-mentioned fields. Management experience would be an advantage
• Good knowledge and understanding of the EIB’s mission and activities, objectives, strategies, policies and processes, including the project cycle
• In-depth understanding of EU policies, notably in the urban renewal and transport policy fields, and the political & operational framework in which the Bank operates
• Long-term experience in the field of international procurement and environmental impact protection of complex projects
• Good knowledge of management of large projects, in particular those financed through private public-partnership schemes (PPP)
• Good understanding of standard simulation tools used regularly in the sector, including traffic demand forecasting, economic assessment and risk analysis
• Fluent in English or French and a solid understanding of the other. Knowledge of other EU languages would be an advantage.

• Good analytical and reasoning skills with capacity to provide sound judgement concerning issues within the area of responsibilities
• Excellent analytical and problem solving skills
• Capacity to plan and coordinate tasks across Divisions, Departments and Directorates
• Strong organising and prioritising capacity
• Clear and concise oral and written expression.
