Job Description
The European Investment Bank, the EU’s long-term financing institution, is looking to recruit within the framework of JASPERS a:
Head of Division - JASPERS Solid Waste and Energy sectors Manager
The Head of Division will lead, coordinate and supervise a team of sector specialists. Within the team’s area of expertise, s/he will ensure an efficient and effective implementation of JASPERS’ mission by providing technical assistance to JASPERS beneficiary countries in the preparation of projects, in order to support their applications for EU grants under the Structural Funds.
JASPERS (Joint Assistance to Support Projects in European Regions) is a partnership between the European Commission (DG Regional Policy), the European Bank for Reconstruction and Development, Kreditanstalt für Wiederaufbau (KfW) and the European Investment Bank, with the aim of helping EU Member States and Acceding Countries to better prepare infrastructure projects which are eligible for EU assistance.
This sector team is part of the six teams (5 sector and one Operations management teams) created in JASPERS, which focus on the implementation of the JASPERS action plans in their respective sectors of expertise.
The Head of Division is based in Luxembourg and reports to the Head of JASPERS for hierarchical administrative and institutional matters and to the Deputy Head of JASPERS for operational and technical matters. Part of the division’s sector specialists are located in the three JASPERS Regional offices (Warsaw, Bucharest and Vienna).
S/he will co-operate closely with the JASPERS management team and staff, and with the Projects Directorate staff and management of divisions with activity in the sector.
S/he will have external contacts with key external stakeholders (DGREGIO, EBRD, KfW), public authorities with responsibility in the sector and EU institutions, as appropriate.
Responsibilities:
• Contribute to the elaboration of JASPERS strategy and policies for technical assistance, notably through the preparation of the Annual Action Plans and policy documents in own sector
• Support the Heads of Regional offices and Operations Manager in the preparation of the annual Action Plans across Beneficiary Countries, advising in their own sector on eligibility of interventions and scope of JASPERS support
• Manage the staff resources and budgetary means necessary to effectively implement the formulated JASPERS strategy/policies for own specific sector
• Ensure appropriate execution and timely delivery of the Annual Action Plans
• Ensure the quality, pertinence and implementation of harmonized methodological approach, criteria and procedures for projects in the sector across countries
• Coordinate, supervise and intervene whenever necessary in the execution of technical assistance processes in order to a) develop good quality project documentation, b) maximise the chances of success for EU-grant applications on JASPERS projects and c) limit the risks of difficulties in future projects implementation and drawdown of the EU funds
• Provide clearance of JASPERS deliverables in the sector and preparation of the corresponding Closing Notes
• Representation of JASPERS in sectorial meetings and events, as appropriate.
Qualifications:
• A Masters or other post-graduate degree in a relevant technical discipline and/or economics. A multidisciplinary background would be an advantage
• A minimum of 10 years of professional experience in the relevant sectors covering themain aspects of project cycle (feasibility, cost benefit analysis, project risk analysis, design, environmental impact assessment, procurement, management and operation)
• Some experience in people management: capacity to lead and motivate a division, to identify skills needed and to develop and coach staff effectively
• Excellent knowledge of key technological aspects of own sector
• Practical expertise in the management of project preparation
• Good knowledge of the EU policies and the framework in which JASPERS operate, in particular knowledge of Structural Funds (CF and ERDF) and the EU legal and regulatory frameworks
• Excellent knowledge of English and French and a good command of the other. Working knowledge of other EU languages would be an advantage.
