The Role

Due to a recently growing Secretariat a new Position of Financial Manager has been created. Reporting directly to the Secretary General, the position will also be accountable to the Financial Committee of ECSO. It is a key role within the organisation with the exciting objective of being responsible to develop and foster policies and systems for managing memberships, finances, administration and contribute to the development of a growing organisation. The Financial Manager will be supported by the Office Manager daily.

About ECSO

The European Cyber Security Organisation (ECSO) ASBL is a fully self-financed non-for-profit organisation under the Belgian law, established in June 2016. ECSO represents the contractual counterparty to the European Commission in implementing the contractual Public-Private Partnership (cPPP) on cyber security. ECSO unites a great variety of European cyber security stakeholders, including large companies, SMEs and start-ups, research centres, universities, end-users, operators, clusters and associations, as well as the local, regional and national administrations across the European Union (EU) Member States, the European Free Trade Association (EFTA) and H2020 Programme associated countries. The main goal is to develop a European cyber security ecosystem, support the protection of the European Digital Single Market and, ultimately, to contribute to the advancement of European digital autonomy. Key responsibilities will include:

  • Strategy and business development
  • Contribute to the team effort to the development and growth of the ECSO membership base by attracting new members;
  • Ensure members’ requirements are successfully implemented and achieved;
  • Responsibility for the design and implementation of ECSO financial strategy and systems;
  • Strategic support to policy staff in preparing funding applications, budget negotiation, management & reporting;
  • Strategic oversight of the day to day operations of ECSO finances and financial systems.

Finance

  • Ensure the smooth functioning of the Secretariat and its financial operations;
  • Oversee and develop management procedures, ensuring consistency of approach.
  • Ensure the quarterly reporting to the Financial Committee on the status of ECSO’ finances;
  • Ensure the design, development, and implementation of advanced operating systems and processes, including for strategic monitoring of staff and other costs;
  • Ensure the preparation of statutory accounts;
  • Liaise with Belgian and EU auditors and oversee preparation for internal and external audits;
  • Ensure compliance with Belgian and EU financial legislation;
  • Good understanding of national and cross-border VAT issues. 

Person-specification

The ideal candidate will have the following attributes:

  • At least 5 years of experience working in a finance role with increasing levels of responsibility;
  • Demonstrated experience of Finance management;
  • Knowledge of accountancy software & management systems;
  • Knowledge of employment law, including overseeing contracts with consultants;
  • Excellent communication and interpersonal skills, including ability to communicate financial information clearly to colleagues, members of ECSO and the Financial Committee;
  • Ability to represent ECSO in meetings with internal and external stakeholders;
  • Problem-solving attitude, results-oriented, attention to detail, initiative and self-motivating;
  • Ability to function well under pressure, prioritise and deal with a high number of demands;
  • Excellent organisational and planning skills as well as attention to detail;
  • Excellent command of spoken and written English, and French.

Desirable

  • Experience of working within the non-profit sector (up to €1 million turnover);
  • Demonstrated understanding of the challenges of working with EU institutional clients;
  • Experience of working with EU and non-EU foundations;
  • Recognised accounting qualification;
  • Clear grasp of Belgian labour and fiscal law and non-profit organisation requirements;
