The International Catholic Migration Commission (ICMC) is an international non-governmental organization whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, and migration and development. ICMC headquarters are in Geneva and has an office of 6 persons in Brussels.  The ICMC Europe office works closely with the Headquarters in Geneva on migration and asylums advocacy activities, follows EU policies and legislative processes in migration and asylums, lising with the European institutions and implements EU funded projects in cooperation with project partners (governments, international organisations and NGOS) in countries across Europe.


ICMC EUROPE is looking for a dedicated and experienced Finance Officer to work replace our current finance officer and to work under the supervision of the ICMC Finance Manager to be part of a small and dynamic programme team, to ensure office and project budgeting, compliance with donor requirements, bookkeeping, human resources, financial coordination with partners and financial reporting.  Specific activities include:

  • Planning and monitoring of project expenditures, bookkeeping, project payments, expenses and reimbursements
  • Financial coordination with the programme implementing partners, including the monitoring and supervision of the Memoranda of Understanding, payment schedules and financial reports.
  • Financial reporting on ICMC Europe office costs, including monthly production of financial progress reports for ICMC Headquarters’ Finance Department
  • Human Resources: Salary Administration and liaison with the Social Secretariat, Monitoring Holidays and Sick Leave, General HR Management (Contracts, Règlement de Travail, …)
  • Financial reporting to EC and other donors
  • Liaising with auditors to ensure annual monitoring is carried out
  • Ensuring compliance with donor requirements
  • Ensuring that procurement is done in accordance with EU policies and procedures
  • Performing any other duties as required by management


We are looking for an experienced Project Finance Manager, with the following specific qualification:

  • Bachelor (or equivalent) degree in one of the following or related areas – accountancy, finance,  administration
  • At least 2 years’ experience in finance and accounts management of international projects
  • Experience in managing EC contracts and EC financial reporting
  • Experience in budgeting is a strong asset
  • Knowledge of Belgian labour and tax laws
  • Good computer skills and experience with accounting software (ideally Navision)
  • Good verbal and writing skills in English and French.
  • Good organizational and communication skills
  • Ability to work under tight deadlines
  • Good team player and ability to work in a small office environment
  • Ability to work in a diverse work environment, with colleagues and partners from around the world.
  • Have permission to work in Belgium (ICMC Europe is not in a position to obtain a work permit for applicants).


  • 80% of a full-time position
