Job Description

Job Purpose: To provide financial management services for the HAP International Secretariat and its programme.

Reporting to: Executive Director

Background: HAP International is a partnership of humanitarian agencies dedicated to building a system of self-regulation based upon quality management and accountability principles, with a specific commitment to making humanitarian action accountable to its intended beneficiaries. This is pursued through building capacity in member agencies, promoting research in humanitarian quality management, establishing a system of quality management certification and dealing with complaints concerning quality and accountability. This post is responsible for ensuring that HAP’s financial management systems are conducted in compliance with relevant standards and meet the needs of HAP’s budget holders and donors.

Specific Responsibilities:

1. Financial Management: Ensure that HAP International meets required financial management and reporting standards
a. Ensure that HAP International meets due diligence requirements with regard to financial management and risk management;
b. Follow up of the Secretariat annual budget;
c. Management of outsourced accounting and audit contracts;
d. Monitor expenses against budgets;
e. Management of cash flow;
f. Approve expenditure up to a level agreed with the Executive Director;
g. Ensure timely payment of payroll and suppliers invoices;
h. Prepare quarterly and annual financial and analytical reports;
i. Ensure all necessary insurance policies are in place;
j. Liaise with the Treasurer as required;
k. Arrange annual audit;
l. Ensure that audit recommendations are followed through.
m. Monitor and follow-up membership fee payments and donor pledges.
n. Ensure that all donor reporting requirements and other funding conditions are met.
o. Manage cost recovery procedures in agreement with HAP’s budget holders and Executive Director

2. Integration: Provide practical support for the furtherance of HAP International’s other mandated and core functions.

Person Specification

Essential
The Finance Manager must have proven competence in the following areas:
1. Numeracy/book-keeping skills
2. Financial reporting and budget monitoring
3. Donor reporting
4. Written and spoken English and French
5. Office software, including designing spreadsheets, database forms etc
6. Demonstrated self-learning /problem solving capacity
7. Pragmatic and flexible “customer-service” orientation
8. Team player
9. Commitment to HAP International’s mission and vision

Preferred
10. Knowledge of humanitarian organizations
11. Knowledge of Swiss company and employment law

Education and experience
12. A relevant degree in business administration or similar
13. At least three years experience administering a small office or business

Terms and Conditions
1. Temporary contract November 2009-May 2010
2. Location: Geneva, Switzerland
3. Salary: Band 4
