Cota is recruiting an expert in the territorial governance sector and the development, implementation and evaluation of public policy.
The aim of the position is to consolidate and develop innovative and high-quality expertise within Cota regarding the public policy and local governance sector.
Work will be carried out as part of a small team of 9 people, supplemented by external experts.


  • Developing a portfolio of activities in the area of supporting, training and advising public authorities on the development, implementation and evaluation of policies, organisational models and relations with citizens/users.
  • Developing a network of partners in Belgium and worldwide working on the topic of modernising public authorities.
  • Observing and responding to calls for proposals or projects on the topics of governance and public policy. Fundraising in connection with public and private institutions.
  • Observing broad trends in developments relating to governance and public policy.


  • Knowledge of the key principles of public policy and political and administrative organisation, how public bodies function and the key principles of local governance.
  • Knowledge of the relevant methods and experience in monitoring, evaluation and learning.
  • Knowledge and previous experience in consultation, collaboration and participation.
  • Knowledge and previous experience in adult education.
  • English and French working language. Fluency in another language an asset.
  • Masters level qualification in political sciences, geography, public and territorial governance or public management.
  • Minimum 4 years of relevant experience in the sectors of governance and public policy.

Conditions and contract

Full-time permanent contract based in Brussels with assignments abroad. CV and letter of motivation to be submitted by the 31st March.
