Duration: 4 months contract (maternity leave replacement)

Organization

ChildFund Alliance is a global network of 11 children’s rights development organizations working in more than 50 countries to improve the lives of vulnerable and excluded children, help them overcome poverty and achieve their rights. For over 75 years, ChildFund Alliance members have developed and implemented programs that bring positive outcomes for children from infancy to young adulthood. The member organizations of the Alliance contribute over $500 million to help meet the needs of more than 9 million children and youth, their families and communities. ChildFund programs are undertaken in partnership with local communities. The participation of children themselves is a key component of ChildFund’s approach.

Toward a Safe World for Children: Five-Year Strategic Plan

In May 2016, the ChildFund Alliance Board of Directors formally approved Toward a Safe World for Children: Five-Year Strategic Plan 2016-2021. The plan outlines three key strategic priorities:

  1. Strategic Priority One: Global Advocacy and Child-Friendly Accountability
  2. Strategic Priority Two: Disaster Risk Reduction and Child Protection in Emergencies
  3. Strategic Priority Three: Membership Engagement and Growth

ChildFund Alliance EU Office

ChildFund Alliance EU Office is a member-led initiative set up in close coordination with the ChildFund Alliance Secretariat. It was established in Brussels in 2014 to strengthen cooperation with European Union institutions. While contributing to achieving the Alliance Five-Year Strategic Plan, the Brussels office has two main strategic goals:

  • To advocate with key EU institutions for policies, programs and funding opportunities to promote children rights;
  • To promote and increase access to funding opportunities provided by the EU.

EU Partnership and Grant Officer: purpose

The EU Partnership and Grant Officer is responsible to facilitate the implementation of the grant acquisition strategy and provide support to the Alliance members in engaging with the EU. Working closely with programme and business development staff, the EU Partnership and Grant Officer contributes to the development and dissemination of guidelines and good practices regarding EU funding. The position also involves positioning of ChildFund Alliance towards EU institutions and other stakeholders in Brussels.

Key responsibilities

Under the supervision of the Director of the EU Office, the EU Partnership and Grant Officer is responsible for the following:

Information dissemination

  • Monitor and identify relevant EU funding opportunities at global and national level and share them among ChildFund Alliance members (the members) in a timely manner
  • Disseminate information about upcoming funding opportunities to the members
  • Prepare and share updates with members on EU trends, policies and funding instruments

Support to members

  • Consolidate and monitor the grants database and analyses the members’ results regarding EU funding and make recommendations
  • Provide technical advice on the development funding applications in compliance with EU requirements and strategic priorities
  • Assist in the follow-up of information requested to/from the members’ National Offices regarding EU funding matters
  • Develop and contribute to the implementation of capacity reinforcement activities (webinars, trainings, production of guidelines, etc.)

Representation

  • Represent ChildFund Alliance in meetings with the European institutions and civil society networks
  • Participate actively in European NGOs platforms (CONCORD, Children Rights Action Group) on matters concerning EU funding, development aid, etc.
  • Support the advocacy work led by the Director of the EU Office and other administration tasks as needed, such as the organization of events

Qualification and experience

  • Graduate degree or equivalent in a relevant social science
  • A thorough understanding of the EU external action grant procedures and regulations, acquired by 3-5 years of professional experience in the international development sector
  • An understanding of current discourse on approaches to project management, monitoring, evaluation and impact assessment in international development
  • An understanding of child rights and protection in an international context is an asset
  • Must possess an ability to handle multiple tasks and deadlines, and work well with others in a fast-paced environment, should be able to organize and prioritize own work with limited supervision
  • Capacity to effectively interact with a multiplicity of stakeholders including senior leaders
  • Full command of English, working level of Spanish is an asset
  • Candidates must have the right to work in Belgium
