The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.
 
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
Within the IT Strategy team, this expert will be responsible for streamlining, continuously improving and standardizing business processes. She/he will facilitate the IT roadmap and implementation based on business expectations and priorities, focusing on IT automation.
 
 
Key Responsibilities and Accountabilities
 
As an experienced enterprise Business Analyst / Process Specialist:
• Build strong relationship with the business community. Work with business to identify opportunities for driving IT enabled projects to increase efficiencies and effectiveness. Push creative thinking beyond the boundaries of existing industry practices and business mindsets
• Understand the end-to-end components of running a complex enterprise-wide business solution. Develop in-depth knowledge of functionalities across applications within the organization Coordinate with IT teams to build prototypes/Proof of Concept to demonstrate business benefits and help get business cases approved
• Ensure that high level prioritized requirements of key programs are fully defined and shared with the Application delivery and Enhancement team. Ensure business requirements are accurately reflected in the design and implementation phases
• Pragmatically work with other areas of the IT Unit to define solutions and support projects through to successful implementation
• Guide management in development of IT Project portfolio, supporting decision-making and prioritization
• Lead business process reengineering projects
 
As a functional lead:
• Define and maintain business analysis best practices and methodology; support strengthening of business analysis competencies among team
• Define and maintain Business Process Re engineering (BPR) best practices and support strengthening of BPR among team
• Provide communication and training to the GF teams accordingly
 
As a member of the Senior IT Leadership Team:
• Work closely with members of the Senior IT Leadership Team on IT initiatives; constantly search for efficiencies to be gained through policy changes and/or technology and operating costs
• Participate in establishing governance processes to ensure that objectives are achieved, risks are managed appropriately and the organization’s resources are used effectively
• Translate the business needs reflected in the IT Unit strategic vision and objectives into an implementation plan for the Global Fund’s Oracle roadmap team constantly striving toward best in class
• Represent the IT Strategy Manager as appropriate in meetings, and participate as needed in IT Advisory Board discussions; providing input as needed to ensure alignment of priorities
 
 
PERSON SPECIFICATION
 
Qualifications and Membership
 
Essential:
• Strong University Degree
• Accreditation to industry bodies and a recognized business management certification
Experience Essential:
• Extensive experience of working as a Senior Business Analyst at executive level and quick grasp of business challenges and issues
• At least seven years experience as Business Analyst
• At least five years of experience managing business stakeholders in large multinational organizations with complex business processes 
• Proven experience in Business Process Re engineering
• Experience with Service Oriented Architecture (SOA), and the development of SOA strategies and roadmaps
• Successful roll out of large IT re-engineering and development projects preferably with multiple vendors
• Good understanding of both legacy and latest technologies
• Extensive experience in leading and motivating teams in an international, multi-cultural and multi-disciplinary environment
• Solid experience working in dynamic and fast-changing environment with senior stakeholders, diverse cultures and multiple agendas
• Must be self-driven, self-motivated, and results-oriented while being an effective team player
 
 
Desirable:
• Experience as a business solution manager for a large IT program with complex needs
• Significant knowledge of Data-warehouse concepts
• Strong understanding of ERP architecture (Oracle / SAP)
• Work in multi-cultural international organization
• Exposure to business theory, governance processes, general management, budgeting, administrative and financial management
 
Technical skills and competencies Skills:
• Strong knowledge of the Global Fund technologies; strong knowledge of market trends and technology roadmaps for Global Fund technologies
• Capacities to negotiate and consult at a senior level, including demonstrated diplomacy, tact, discretion and good judgment in managing interactions with individuals at all levels within and outside an organization. Understands how to communicate difficult/sensitive information tactfully
• Possesses understanding in the areas of application programming, database and system design. Understands Internet, Intranet, Extranet and client/server architectures. Understands how legacy and web-based systems interface with each other
• Identifies critical issues with ease. Exhibits confidence and an extensive knowledge of emerging industry practices when solving business problems
• The individual in this role should have strong stakeholder management and communication skills, solid analytical skills and should be able to deliver business solutions in line with market trends and best practices

Languages
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages an asset.

The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004.
The person selected for this position will be appointed for a continuing duration contract.
We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 06 with a minimum basic annual salary of 134,700 Frs.
