JOB DESCRIPTION
DIRECTOR – EUROPEAN NEIGHBOURHOOD AND MIDDLE EAST DIVISION – (ENME)
Role
You will work as a Regional Director of the European Neighbourhood and the Middle East Division (ENME) of the DCI group of companies, promoting the brands of Landell Mills Limited and TDI Group Limited.
You will report to the Executive Chairman.
This Division is key to the achievement of group goals - both financial and technical, and has been a major contributor to profits over the past few years. Our task now is to consolidate our position in the market and secure future revenues. The position of Regional Director is critical to the achievement of these objectives.
The main clients of the division are the European Commission, DFID and the World Bank.
The geographical scope of the Division includes the following areas:
- Beneficiaries of the EC European Neighbourhood Partnership Programme:
Armenia, Azerbaijan, Belarus, Georgia, Israel, Jordan, Lebanon, Moldova, Palestinian Authority, Syria and Ukraine.
- Middle East countries:
Bahrain, Iran, Oman, Qatar, Saudi Arabia, United Arab Emirates, Yemen
- EU candidate countries:
Croatia, Turkey and Macedonia
- Beneficiaries of a new Instrument for Pre-Accession (IPA):
Albania, Bosnia and Herzegovina, Montenegro, Serbia (including Kosovo)
The position is based in Trowbridge (nr. Bath), Wiltshire, UK and involves frequent overseas travel.
Duties
1. To develop business strategy for the region in collaboration with the Executive Chairman and in consultation with other divisions and DCI group companies.
2. To lead the research, identification, procurement and management of consultancy assignments in the region as a whole, in the areas of:
- EU accession and policy advice.
- Agricultural reform and transition.
- Rural and regional development.
- Small and medium enterprises and business support.
- Trade and investment.
- Fisheries and aquaculture.
- Environmental management.
- Climate change and ecosystems.
- Other areas as agreed with the Executive Chairman.
3. To take lead responsibility, in collaboration with the Executive Chairman, for the currently contracted projects in the ENME region, ensuring that:
- International and local staff are providing the technical inputs required.
- All project documentation (reports, financial information, etc) is complete and timely.
- Clients are kept informed of significant developments and are satisfied with progress.
- Any contract extension opportunities are pursued actively.
4. To take lead part in, and take key responsibility for, business development in the ENME region, involving:
- The identification of project opportunities.
- The preparation of pre-qualification documents (expressions of interest, etc).
- The preparation of tender submissions, including technical proposals, staffing, work programmes and financial offers.
- Establishing networks of contacts in the region.
5. To identify potential partner organisations worldwide among consulting companies and specialised technical institutions and to establish consortia with them for targeting specific programme opportunities in the region.
6. To support the management of the freelance consultancy roster/database by maintaining a list of qualified technical specialists.
7. To manage the administrative and logistical tasks of the division in coordination with the Division’s Project Administrator.
8. To liaise with other geographical divisions in the (Asia/Pacific; Africa/Latin America and Caribbean) so as to exchange information, leads, approaches and technology and to ensure that the company develops a coherent image in the market place and a consistent approach to clients.
9. To cooperate with the Finance Division in the preparation of annual budget, invoices, profit and loss accounts, audit certificates and financial reports.
10. To carry out technical, fee-paid, assignments on behalf of the company as appropriate and as agreed with company management.
