Habitat for Humanity International (HFHI) is seeking a qualified and experienced professional to fill the strategic role of Director, Finance and Administration in our area office serving the Europe/Central Asia (ECA) region. Reporting directly to the area vice president for the region, and acting as a member of the area office senior management team, this role directs activities related to finance, administration, internal controls, and IT, as well as providing leadership for the financial oversight and capacity building of our partner national organizations. This position will be located in Bratislava, Slovakia an entails up to 20% international travel.

Key areas of responsibility include:

STRATEGIC FINANCIAL AND IT MANAGEMENT
*Strategy development and implementation: Play a key role in the development and implementation of the regional HFHI strategy, global and regional finance strategy, working closely with ECA senior management and HQ finance. Incorporate best practices from both the non-profit and commercial sectors.
*Decision making & analysis: Provide relevant strategic financial input and analysis for decision-making for all departments and support the Area Vice President with quarterly reviews of national organization and area office financial performance
*Planning & budgeting: Lead the annual planning and budgeting process and oversee the fund transfers in the region. Control the finance budget and prepare plans and budgets.
*Management: Manage and develop the 7-member finance and administration team.
*Financial Reporting: Ensure that internal and external financial and administrative reporting requirements are met in accordance with HFHI standards and local laws.
*Management Reporting: Ensure timely and accurate reporting of the financial activity of the area office and national organizations, demonstrating trends and comparisons in field performance.
*Information Technology: Direct all major systems implementations in the region. Ensure equipment and systems meet the regional office needs and are compliant with global IT policies.

AUDIT AND INTERNAL CONTROLS
*Policies and Procedures:  Contribute to the establishment of global policies and processes aimed at effective operations and risk management. Formulate and implement new regional policies where possible. Communicate and ensure appropriate implementation of policies in both the regional office and our partner national organizations. Develop, adapt and roll-out global policies and finance procedures for the region.
*Internal Controls: Responsible for developing, managing and monitoring of area office and national organization internal controls to ensure compliance with HFHI policies.
*Audit: Responsible for the external audit of the regional office and liaising with internal and external audit as necessary.

DEVELOPMENT OF HFH NATIONAL ORGANIZATIONS
*Finance capacity building: Manage and support capacity building of national and affiliate finance teams and systems to meet the capacity building goals. Monitor national organizations’ capabilities in financial management, project accounting, financial and management accounting, and credit portfolio management in order to foster progress towards financial sustainability and protect the assets and reputation of Habitat for Humanity.
*Finance oversight and support: Oversee and support the national organization budget, audit and reporting processes to ensure the viability, validity and accuracy. Help national organizations to develop good finance systems, processes and policies aligned with organizational requirements and standards. Provide support to national organizations in developing plans, budgets and reporting.

Required Skills
*Bachelor’s degree in finance or accounting; CPA or similar qualification in finance/accounting; Master’s degree in related field preferred
*10+ years of experience in finance, including demonstrated experience with international finance and accounting standards (especially in within Slovakia or Europe/Central Asian region) and regional finance strategy development and implementation
*2+ years of supervisory experience
*Coaching/consultancy/advisory skills preferred
*Fluent in English; knowledge of additional regional languages preferred, especially Russian
*Experience with Sun System or other complex accounting/finance software
*Professional experience in the Europe/Central Asia region and awareness of cultural differences; NGO revenue accounting experience strongly preferred.
