Impunity Watch
Impunity Watch (IW) is a Netherlands-based international non-profit group founded in 2008 to help societies emerging from a violent past shape how truth, criminal justice, reparations and non-recurrence are sought, with the overall goal of promoting a culture of human rights, participatory democracy and the rule of law. We believe more grassroots knowledge, contacts and insight can help create policies that better respond to societies’ range of needs, concerns and grievances, and tackle impunity at its roots. So, the IW focus is to promote the strong input of civil society into the design, implementation and oversight of “transitional justice†mechanisms. To achieve this, we work in partnership with local organisations to research the root causes and nature of impunity for large-scale crime and human rights abuses, facilitate society-wide consultations on the policy implications of the research findings, advocate for the policy recommendations that emerge and monitor states’ compliance with their legal obligations towards victims.

IW seeks a dynamic management professional, committed to a stronger democratic participation in human rights research and policy, to lead its growing Country Focus Programme. The position demands strong leadership, organisational and interpersonal skills and will offer a stimulating work environment within the field of international human rights protection.
Under the guidance and direct supervision of the Executive Director, the Country Programmes Manager is responsible for running and developing the IW Country Programmes portfolio, currently including Guatemala and Serbia, and for developing a new intervention in the Great Lakes region of Africa in 2009 and in Southeast Asia from 2010, as well as smaller interventions as they may arise. He or she is responsible for working closely with IW in-country staff to increase civil society participation in research, monitoring, advocacy, lobbying and outreach activities. He/she will carry out the management of programme and administrative functions including:
- Developing and directing IW’s Country Programme according to the Strategic Plan, which includes following developments in the topical field, in countries experiencing or emerging from violence and in relevant sections of civil society, in order to detect opportunities and challenges for IW’s work; in 2009, this task specifically involves developing IW’s third country programme in the Great Lakes region of Africa, including conducting a feasibility study in the region to select the most appropriate country and setting up project infrastructure, including recruitment of local staff and partners and definition of their terms of reference;
- Managing ongoing IW country programmes, including tracking project implementation against activity and budget plans, supervising staff and consultants, designing and overseeing partnerships with other CSOs, ensuring proper execution of financial and administrative procedures, engaging in preparation of publications and events, and communicating progress and results to relevant stakeholders;
- Ensuring established systems for project planning, monitoring and evaluation are implemented at all levels, and participating in IW’s institution-wide strategic planning;
- Ensuring smooth cross-over and optimum cooperation with IW’s other programme areas, including regular and informative communication with other staff members to establish opportunities for joint or complementary work;
- Contributing to the efforts of other IW staff to improve the organisation’s public profile and raise funds.
Education
- Degree in International Relations, Political or other Social Sciences, Law, Communications or other relevant field;
Experience
- At least 8 years’ proven track record of project management in progressively responsible positions, involving supervision of staff, working with partner organisations and cooperating with other departments;
- Demonstrable experience and expertise in project planning, management, monitoring and evaluation, including budgetary and contractual aspects;
- Management or professional experience in any of following fields: civil society capacity building; social science research; advocacy and lobbying; human rights defence;
- Professional experience in Africa fields related to IW work, particularly in Great Lakes countries, considered a strong advantage;
Knowledge, competencies and skills
- Ability to engage well with a variety of partner organisations, balancing the pursuit of results with the need for cultural sensitivity and capacity-building;
- Excellent interpersonal skills, with the ability and willingness to contribute to and support the work of colleagues and partners;
- Ability to clearly and effectively conceptualise, innovate, plan and execute ideas;
- Ability to maintain good and effective working relations with remote staff and partners;
- Proven knowledge of global transitional justice and conflict issues, with knowledge of the Great Lakes region of Africa and/or Southeast Asia desirable;
- Thorough knowledge of the issues facing civil society and its role in a participatory democracy, with experience of supporting the development and empowerment of CSOs;
- Experience in liaising with the diplomatic community, donor agencies, the NGO community, international organisations and state officials;
- Experience of dealing with the media and public speaking;
- Fluent in English or French and working knowledge of the other;
- Well-developed IT skills, including working with content management systems.
