Job Description

 1. BACKGROUND
Applications are invited for this position at the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union
(Frontex), established under the Council Regulation (EC) No 2007/2004 of 26 October 2004.2
 
Frontex is located in Warsaw, Poland and its main tasks are the following:
a) coordinate operational cooperation between Member States in the field of management of external borders;
b) assist Member States in the training of national border guards, including the establishment of common training standards;
c) carry out risk analyses;
d) follow up the development of research relevant for the control and surveillance of external borders;
e) assist Member States in circumstances requiring increased technical and operational assistance at external borders;
f) provide Member States with the necessary support in organizing joint return operations.

2. Assistant to the Internal Auditor/Quality Manager and Controller
The Internal Audit function aims at contributing to an effective and efficient management of the resources of Frontex and provides assurance and advice to the Executive Director, the Deputy Executive Director, the management, and Frontex staff in the execution of their functions.
 
The Internal Control Coordinator/Quality Manager (ICC/QM) advises and supports the Executive Director, the Deputy Executive Director and the management in all aspects of the implementation of internal control standards, provides quality advice in management and policy areas is responsible for responding to the reporting obligations related to internal and external auditing.
 
The Controller advises on strategic management and is responsible for the coordination of strategic and operational planning process in Frontex, ensuring that set objectives are in balance with available resources; the Controller develops and implements an efficient systems for monitoring the implementation of Programme of Work and its final evaluation while identifying the potential risk related to implementation of Programme of Work versus set objectives and informing the management of Frontex through periodical reports.
 
The Assistant will support all three functions in Frontex after a predefined and agreed schedule.
 
3. DUTIES
Reporting to the Internal Auditor / QM and the Controller, the Assistant shall be responsible for:
• Supporting the work of the Internal Auditor, and Quality Manager. This includes conducting small and pre-defined audit engagements or accompanying bigger audit engagements; assisting in quality reviews and risk assessments; assisting in monitoring and updating the status of action plans;
• Analyzing and preparing data as requested as preparatory work for the Internal Auditor/Controller;
• Provision of support in projects assigned to one of the functionalities (“Project Assistance”)
• Editing documents;
• Co-ordination of the flow of working documents in liaison with other staff members and units involved;
• Ensuring appropriate administrative support;
• Drafting notes, letters, reports and follow up;
• Participate at meetings, drafting meeting minutes where necessary.
 
 
4. QUALIFICATIONS AND EXPERIENCE REQUIRED
 
a. Eligibility criteria:
To be eligible, a candidate must:
• Have a level of education which corresponds to completed university studies of at least three years attested by a diploma, or
• Where justified in the interest of the Agency, professional training of an equivalent level;
 
PLEASE NOTE – ANY GIVEN PERIOD MAY BE COUNTED ONLY ONCE (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience)!
 
• produce evidence of thorough knowledge of one of the languages of the Community and of satisfactory knowledge of another language of Community to the extent necessary for the performance of his/her duties;
• be a citizen of one of the Member States of the European Union or the Schengen Associated Countries;
• enjoy full rights as a citizen;
• have fulfilled any obligations imposed on them by the laws of their home country concerning military service;
• be physically fit to perform their duties

b. Selection criteria
 
(1) Professional
The candidate will be required to demonstrate that he/she has:
• Sound knowledge and proven professional experience in the areas mentioned in the job duties;
• Experience working in the audit/controlling environment;
• Excellent analytical skills;
• Very good drafting skills;
• Excellent command of English;
• Familiarity with European public administration environment and EU administrative working procedures would be an advantage;
 
• Good capacity to maintain effective document and record management;
• Excellent computer skills.
