DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Director of the Division of Court services, the incumbent will be responsible for:
• Management and implementation of the mandate of the Section as regulated by and articulated around Articles 43(6) and 68(4) of the Rome Statute, Rules 17 to 19 of the Rules and Procedure and Evidence, Regulation 41 of the Regulations of the Court and Regulations 79 to 96 of the Regulations of the Registry.
• Identifying the Section’s needs and requirements: coordinating the section's activities in the headquarters and in the field, ensuring provision of services in a coherent and impartial fashion taking into account all legal, logistical, security and budgetary imperatives as well as aspects relating to the staff security and political sensitivities surrounding these operations.
• Ensuring and supervising the implementation of judicial decisions and representing the Section in the Court room when required.
• Implementing existing policies and procedures with participants to the proceedings, and Chambers. Proposing new policies and procedures especially with regard to the protection of victims appearing before the Court and with the goal to further increase their participation in the proceedings.
• Advising the participants and the Chambers on appropriate protective measures and assistance to witnesses, victims and others at risk on account of testimony given by such witnesses.
• Formulating, in coordination with the Registrar's Special Adviser on External Relations and Cooperation, concepts for cooperation with the relevant States Parties, local authorities, IGOs, NGOs particularly in building strong networks and local capacity to foster victims' participation and enabling protection and assistance to victims and witnesses in various geographical areas and in negotiating relocation and support services agreements on behalf of the Registrar.
• Enhancing cooperation with other relevant sections, Offices or Organs of the Court and in particular with the Trust Fund for Victims and advising the Prosecutor and the Court on appropriate measures, security arrangements, counselling and assistance at any stage of the proceedings.
• Ensuring a close cooperation with the Victims Participation and Reparation Section (in particular in relation to those individuals enjoying the dual status of victims and witnesses) as well as with the Legal Representatives for Victims and the Office for Public Counsel for Victims.
• Ensuring recruitment of specialists as listed in Rule 19 of the Rules of Procedure and Evidence.
• Developing plans for the adequate support and protection of witnesses, victims who appear before the Court and others at risk on account of testimony given by such witnesses: ensuring that they receive appropriate assistance (i.e. medical and psychological assistance); ensuring the implementation of measures taken in cases of vulnerable witnesses or victims of sexual and gender violence and of protection measures.
• Performing such other duties as may be necessary for the overall good functioning of the Section, including specific tasks which may be assigned by the Director of the Division of Court Services and the Registrar.
COMPETENCE AND SKILLS
Advanced university degree (Master Degree) in law, political or social sciences or human rights. Preference will be given to legal studies.
Minimum of 12 years of relevant experience with a minimum of 8 years of experience in an international institution and in management. Work experience in conflict or post conflict areas and/or in a judicial environment highly desirable.
Knowledge of the legal framework of the Court and ability to translate judicial decisions into operational activities. Excellent understanding of the situations before the Court. Experience in appearing before a Court in an official capacity is desirable.
Excellent negotiating, organizational and leadership skills. Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds with respect for diversity and sensitivity for gender issues. Proven capability to run multicultural teams highly desirable. Good written and verbal communication skills. Demonstrated planning and organisational skills. Professional and personal integrity.
KNOWLEDGE OF LANGUAGES
Proficiency in French or English and working knowledge of the other working language is required. Knowledge of another official language would be considered an asset.
