The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. 
 
The Convention on the conservation of Migratory Species of Wild Animals (also known as CMS or Bonn Convention) aims to conserve terrestrial, marine and avian migratory species throughout theft range. It is an intergovernmental treaty, concluded under the aegis of the United Nations Environment Programme, concerned with the conservation of wildlife and habitats on a global scale. This post is located in UNEP/CMS at the Bonn duty station. 
 
Responsibilities
Under the overall supervision of the Deputy Executive Secretary and the general supervision of the Scientific and Technical Officer, the incumbent will perform the following duties: 
1. Assist with the development of the Small Grant Programme: Liaise with applicants and help to finalize the project proposals; Oversee the implementation of projects, including adherence to the terms of reference and deadlines for financial and reporting requirements; Review the technical outputs of selected projects; Develop proposals for follow up action, including the elaboration of project concepts/proposals for which external funding is to be sought; Arrange for the dissemination of information; Respond to general queries on the Small Grant programme. 
2. Give support to the Scientific Council in its operation: Assist the Scientific and Technical Support Officer in the organization of the meetings of the Scientific Council; Participate in the organization of the meetings of the Scientific Council as a member of the Secretariat; Assist in the preparation of review reports on the status and conservation action of Appendix I species listed in CMS appendices; Make arrangements for, and supervise the preparation of scientific reviews of taxonomic groups of migratory species; Assist in the preparation of other working documents for the meetings of the Scientific Council; Participate in the review of the expertise available in the Scientific Council on a regular basis. 
3. Provide scientific and technical inputs into the elaboration of CMS Agreements: Compile relevant scientific and technical information on the species/populations to be covered by Agreements; Take part in the drafting of Conservation and Management Plans or similar technical documents to be elaborated within the development of Agreements. 
4. In coordination with the Information and Capacity Building Officer, assist in the maintenance and development of the CMS Information Management System and Data Bases; Check the accuracy of entries in the CMS data bases in liaison with members of the Council and other experts/organizations; Assist the Information and Capacity Building Officer in the process of developing the CMS Information Management System. 
5. Assist in the Convention’s response to the challenges to migratory species by Climate Change: Support the Scientific Officer in preparing guidelines and reports on climate change issues; Liaise with Parties and other bodies to maximize synergies in CMS’ work on climate change. 6. Perform any other duties as may be assigned. 
 
Competencies
Professionalism : Knowledge of policies/procedures in the area of programme management; good research, analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; familiarity with and in the use of various research methodologies and sources and sound judgement. 
Planning and organizing: Strong organizational skills including proven ability to effectively plan and coordinate own work as well as that of others. 
Communication: Good communication (spoken and written) skills, including the ability to draft policy and technical reports, studies and other communications to various counterparts and to articulate ideas in a clear and concise manner. 
Teamwork: Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender in organization and management of meetings and in project implementation. 
 
Qualifications
Education: Advanced university degree (Master’s degree or equivalent) in biology, ecology, zoology, or environmental studies or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. 
Work Experience: A minimum of three years of progressively responsible experience in environmental programme/project management in fields related to biology, ecology or zoology. Experience with the UN or other international organizations is an asset. 
Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. A good working knowledge of French, Spanish or German is desirable. Knowledge of another UN official language is an advantage. 
Other Skills: Excellent computer skills (Microsoft Office, email, internet) are required.
