Job Description

Project:

To design a database-driven application with tiered access for community-level needs assessment surveillance.

Background and High Level System Requirements Summary:

The purpose of the data system is needs assessment in humanitarian operations for large-scale camp situations (e.g. for humanitarian situations like those existing in Darfur or Eastern DRC, or camp situations arising in large-scale natural disasters).

The main characteristics of the expected applications are:
1. The data collection forms must be fully configurable.
2. The application must have basic search and reporting functionalities.
3. The application must be working offline and must be capable of data synchronization - exporting to and importing data from other instances of itself - in order to consolidate data at a central location from many instances.
4. The application should work on PDA/ smartphones and should be portable on any system. Ideally it should be browser based.
5. The database must handle geographic data properly so that the records it contains can be a data source for Geographic Information Systems and maps.
6. The system must have at least 4 different authorization levels based on roles / credentials.
7. Audit trails must be stored in order to monitor changes to data over time.
8. The application code must be released with an open source license.
A detailed requirements document will be made available to short-listed candidates.

Experience / Skills Required:

- Previous experience / expertise with data synchronization technology, for instance XML exchange, MESH4X or Google Gears.
- XML, HTML/CSS, JAVASCRIPT, SQL plus any required scripting language
- Experience with an AJAX framework (for instance ExtJS)
- Previous experience with PDA-to-database integration (including PDA form design)
- Excellent skills coding and structuring relational databases
- Excellent database report design skills
- Excellent math and statistical skills
- Good user interface design skills (clean, professional, intuitive for end users)
- Some experience handling data that is organized by geographic location
- Understanding and adherence to proper software development methodology
- I.T. project management skills

Additional Experience / Skills Desired (but Not Required):

- Interagency or inter-organizational humanitarian experience
- Experience with data management in deep field humanitarian operations

Note: Samples of databases and technical documentation the developer has created will be a necessary part of the hiring process among shortlisted candidates in order to verify technical skills.

Some travel will be required.

Practical Details:

The Camp Coordination Camp Management (CCCM) cluster is a group of agencies, organizations and NGOs that manages and coordinates camps and camp-like communal living situations in humanitarian crises. The overall goal of CCCM is to improve living conditions during displacement while seeking and advocating for durable solutions to end camp life and to organize closure and phase-out of camps upon the return of internally displaced persons.

The successful applicant will be hired as a Consultant by UNHCR Headquarters in Geneva, Switzerland. The Consultant will report to the Operational Data Management Specialist. The Consultant will work on an inter-organization project team comprised of staff from UNHCR, IOM, NRC, LWF, CARE, DRC and others.

The initial consultancy will be for 4 months, with the possibility of renewal. Remuneration will be commensurate with education and experience, according to standard UNHCR consultancy rates.
