FuelsEurope is looking for an Advocacy Advisor to support the activities of its Advocacy Team. 
  1. Open contract – start date: October

  4. The position is based in Belgium (Brussels)
Purpose of the role and specific responsibilities

The Advocacy Advisor manages a structured stakeholders’ database in close cooperation with the other members of the Advocacy Team.  He/she ensures monitoring and coordination of the meetings with stakeholders, and prepares the Issue Management Plan. The Advocacy Advisor works closely with the Communication team supporting them in the organisation of advocacy events and coordinates the activities of the Task Force of the NOIAs (National Oil Industry Associations). The Advocacy Advisor is responsible to develop and maintain the process to identify emerging policy issue with a possible impact on the EU oil refining industry.

General Duties
  • Manage and regularly update a structured database of stakeholders (mapping), to create a shared and common system for advocacy purposes.       
  • Ensure monitoring and coordination of the meetings between Members of the Advocacy team and stakeholders.
  • Manage updates and ensure internal consistency of the Issue Management Plan, Ensure that it is ready for approval by Member Companies every semester. Propose improvements and simplifications if appropriate.
  • Coordinate the activities of the NOIAs Task Force, organising meetings or calls according to the agreed calendar. 
  • Coordinate the agenda and follow-up on the actions of the NOIAs meetings, in cooperation with the members of the Advocacy Team.     
  • Act as a primary point of contact with the Communication Team with regards to the organisation of advocacy events.     
  • Advice advocacy interns, including coaching them 
  • Manage consultancy for Institutions monitoring and their functioning
  • Develop and maintain the process to identify emerging issues (horizon scanning), legislative proposals and policies and key meetings and inform the Secretariat and the Members
  • Maintain excellent knowledge of the EU regulatory processes and update FuelsEurope Division as necessary
FuelsEurope: Background Information

FuelsEurope aims to promote economically and environmentally sustainable refining, supply and use of petroleum products in the EU, by providing input and expert advice to the EU Institutions, Member State Governments and the wider community, thus contributing in a constructive and pro-active way to the development and implementation of EU policies and regulations. The Association represents the interests of 41 Companies operating petroleum refineries in the EU. Members account for almost 100% of EU petroleum refining capacity and more than 75% of EU motor fuel retail sales. In addition, a wide variety of research is undertaken by Concawe in partnership with universities, research institutes and expert consultants to better understand controls on water use and emissions, the fate and effects of substances used and produced by the sector and the implications of proposed changes in EU legislation.

Professional Profile

Education & Experience 

Required qualifications and experience:
  • University degree; alternatively, baccalaureate with significant field experience  
  • At least 5years experience in similar role with proven record of experience and achievements
  • Knowledge of stakeholders mapping  and networking tools and techniques, and experience in developing structured data-bases of contacts network
  • Strong interpersonal and networking skills for building contacts with key stakeholders, Member Companies and the National Oil Industry Associations (NOIAs)
  • Interest and ability to develop knowledge of existing and proposed EU legislation impacting  the industry, and to understand the broader international context
  • Detailed understanding of the structure of the EU institutions and the legislative processes

Skills & Competencies 

  • Excellent spoken and written English; good knowledge of at least one other EU languages is essential.
  • Strong team playing skills are essential 
  • Skilled in both oral and written communication
  • Flexible, diplomatic, with good cultural sensitivity
  • Independent and autonomous
  • Able to respect deadlines and tight timing
  • Capacity to quickly learn and understand the oil industry issues.
  • Good communication skills, both verbal and written.
  • Self-starter and autonomous in his/her work
  • Permit to work in EU
